Dimensioning Arc Tangent

I was hoping by now it got fixed but even in AIP 2015 if you need to dimension tangent to an arc and you have center line, you need to get the center line out of the way first. It doesn't snap to arc or circle until you move the center line.

In my case I needed the overall width and I can't snap to edge of circle.

 So I had to move the center mark line firs (drag it towards center)

 Now tangent becomes available for selection

 End result
